Other times, buyers pay for primer and then spend time removing it, welding around it, or explaining to the next process step why the plate arrived coated when the workshop expected bare steel.

The main appeal is practical. Primer can give the plate a bit of breathing room during storage, inland transport, or pre-fabrication handling, especially where the steel may sit before blasting, painting, or assembly. Why bare plate is sometimes the better decision

If the material will be cut heavily, blasted again, welded extensively, or coated later under a specific paint system, shop primer may add very little value. In some cases it simply becomes one more layer the factory has to work around. Buyers who order it by habit can end up paying for a convenience that the workshop does not actually want.

The next process decides whether primer helps or gets in the way

This is the real test. If the plate is likely to sit, travel, and then move directly into general fabrication, primer can be useful. If the plate is entering a more controlled painting or welding route, the shop may prefer bare steel so it can control surface preparation from the start.
